Bottom line in one breath

If you are a Cary/RTP small business, landlord, or startup that must issue Forms 1099, the IRS IRIS Taxpayer Portal lets you e-file for free—after you obtain an IRIS Transmitter Control Code (TCC). Enter forms manually or upload a CSV (about 100 returns per batch), download payee copies, and file corrections. Starting with tax year 2023, if you have 10 or more information returns, you generally must e-file.

Background

IRIS is the IRS modern intake system for information returns, with a free Taxpayer Portal (UI) and a software Application-to-Application (A2A) channel. The IRS page for processing year 2026 lists tax year 2025 forms you can e-file, including 1099-NEC, 1099-MISC, 1099-INT, 1099-DIV, 1099-K, 1099-R, and many others. Publication 5717 is the Taxpayer Portal user guide. IRIS also supports corrections and certain automatic extension requests.

Old vs. new

1. Cost: IRIS portal—no IRS fee; commercial software may charge for convenience.

2. Mandate: 10+ information returns → electronic filing required (W-2s filed with SSA count toward the concept as described by IRS).

3. Setup: Request an IRIS TCC early—do not wait until January 30.

4. Filing methods: Manual or CSV in the portal; A2A for high volume after ATS testing.

5. Payee copies: Portal PDFs help, but you still must furnish copies by the payee due date (e.g., 1099-NEC often January 31—待核 holiday shifts).

6. States: Federal IRIS acceptance ≠ automatic North Carolina filing (待核 Combined Federal/State or state portals).

Self-check: does this affect you?

1. You pay U.S. contractors $600+ that commonly require Form 1099-NEC.

2. You pay rents, attorney fees, or prizes that may require Form 1099-MISC.

3. Your total information returns may hit the 10-return e-file threshold.

4. You still lack an IRIS TCC or assumed an old FIRE TCC would work.

5. You manage a U.S. company from Shanghai and need electronic acknowledgments.

Simplified example (illustration only)

A design studio in RTP issued eight 1099-NECs and three 1099-MISCs for 2025:

1. Eleven forms → e-file mandate territory; paper is the wrong plan.

2. Owner applies for an IRIS TCC in December, uploads NEC via CSV in January, and emails payee PDFs.

3. One amount was wrong → file a correction in IRIS rather than issuing a duplicate “original.”

Action timeline

1. This fall: Inventory form types and collect Forms W-9; apply for the IRIS TCC.

2. December–January: Validate TIN/name; prepare CSV; watch the usual January 31 1099-NEC furnish/file cluster (待核 weekends/holidays).

3. After transmit: Save IRIS acknowledgments; fix rejects promptly.

4. State overlay: Check North Carolina requirements separately.

5. Next year: Put TCC renewal/access, templates, and vendor TINs on the close checklist.

What YCL can do

1. Map which 1099s you owe and whether the e-file mandate applies.

2. Guide IRIS TCC application steps and CSV field checks.

3. File or co-file through IRIS, including corrections and extension requests.

4. Discuss 1099 vs W-2 classification in a compliance frame (no guaranteed reclassification outcome).

FAQ

Q: Is an IRIS TCC the same as a FIRE TCC?

A: No. The IRS states the IRIS TCC is for IRIS only and requires a separate application.

Q: I have only three 1099s—can I still use IRIS?

A: Yes. The portal serves small volumes too; the 10-return rule is about when e-file becomes mandatory, not when IRIS becomes available.

Q: Does IRIS furnish copies to my contractors for me?

A: No. You can download payee copies, but furnishing them by the due date remains your responsibility.
