Cross-Border Seller Holiday Calendar 2026: Platform Fees, Postal Entry, the EU €2 Handling Fee and Section 301 Exclusions

This article is for e-commerce sellers shipping into the U.S. and the EU. It lays out five dates between October 2026 and January 2027 that affect costs and taxes, plus one important correction.

Bottom Line

Selling more during the holiday peak does not automatically mean earning more. Amazon's peak fulfillment fees took effect on October 15, 2026; the EU handling fee of €2 per declaration line is expected to apply from November 1, 2026; and 178 Section 301 exclusions expire on November 9, 2026 (as of October 20, 2026, no extension has been seen). Recalculate gross margin SKU by SKU starting October 20, 2026, and note one correction: the mandatory date for the new postal entry process has moved from October 22, 2026 to January 20, 2027.

Background

This article compiles the five dates with the biggest impact on cross-border sellers in the U.S. and the EU. Information on Amazon, CBP, USTR and Dutch Customs comes from official sources or official restatements; the TikTok Shop date comes from third-party seller news, so rely on Seller Center.

- Amazon announced its 2026 holiday peak fulfillment fees and FBA inbound cutoff dates on the Seller Central forums.

- On October 14, 2026, CBP issued a news release postponing the mandatory use of Entry Type 13 for international mail.

- USTR previously extended 178 China Section 301 tariff exclusions through 11:59 pm EDT on November 9, 2026 (90 FR 55232).

- On September 21, 2026, the European Commission adopted a delegated regulation setting the e-commerce handling fee at €2; Dutch Customs states it is expected to apply from November 1, 2026.

Old vs. New: Dates and Changes

- October 15, 2026 | Amazon peak fulfillment fees: Old: off-peak rates. New: applies to FBA, Remote Fulfillment with FBA, MCF and Buy with Prime through January 14, 2027; on average about $0.32 per unit above off-peak rates, with the 3.5% fuel and logistics surcharge in place since April 2026 charged separately. Examples: a small standard phone case rises from $2.49 to $2.68, and a large standard T-shirt from $6.14 to $6.53.

- October 16, 2026 | TikTok Shop U.S. Shop Performance Score (SPS): According to third-party reports, it launched from October 16, 2026 (rely on Seller Center). It covers product satisfaction, logistics and fulfillment; returns, negative reviews and late shipments may affect traffic and campaign eligibility.

- Correction | New postal entry rule: Old claim: mandatory from October 22, 2026. New: on October 14, 2026, CBP announced that the mandatory date for using Entry Type 13 for international mail subject to Section 201, 232 or 301 duties has moved to January 20, 2027; until then the process is unchanged, and the suspension of de minimis for U.S. mail remains in effect. Some market news still cites "October 22", so rely on CBP.

- November 1, 2026 (expected) | EU €2 handling fee: Old: no such fee. New: Dutch Customs says e-commerce goods sent to EU consumers are charged €2 per declaration line, plus VAT, non-refundable, and separate from the €3 temporary duty. The delegated regulation is still under review by the European Parliament and the Council; rely on the Official Journal for the effective date.

- November 9, 2026 | 178 Section 301 exclusions expire: Old: the related Section 301 duties are not charged during the exclusion period. New: the exclusion period announced by USTR runs through 11:59 pm EDT on November 9, 2026; as of October 20, 2026, no further extension has been seen, and after expiry the covered goods are generally subject to Section 301 duties again.

Self-Check Checklist

- If you use FBA or MCF: review peak-season costs ASIN by ASIN in the Seller Central fee preview.

- If your products are among the 178 exclusions, or will enter around November 9, 2026: calculate landed cost separately for shipments before and after that date.

- If you ship small parcels to the U.S. by post: test Entry Type 13 with your logistics provider and be ready before January 20, 2027.

- If you also sell into the EU: assess how the €2 handling fee, the €3 temporary duty and VAT affect your average order value.

- If your TikTok Shop return rate is high: track high-return SKUs separately so refunds do not eat your profit.

Simplified Example

This is a simplified illustration using hypothetical numbers and does not represent any real product.

A large standard T-shirt sells for $25: landed cost $9, platform commission and other fees $5 in total. Assume the 3.5% surcharge is calculated on the fulfillment fee (rely on Amazon's fee preview).

- Before peak: 25 − 9 − 5 − 6.14 − 0.21 = $4.65

- Peak: 25 − 9 − 5 − 6.53 − 0.23 = $4.24

Profit per unit falls by about $0.41, or about 8.8%. If this item also has a 10% return rate, actual profit will be even lower.

Action Plan and Timeline

- From October 20, 2026: recalculate gross margin SKU by SKU, putting platform fees, surcharges, duties and returns in a single sheet.

- October 21 and October 28, 2026: FBA inbound cutoff dates announced by Amazon (minimal shipment splits option and Amazon-optimized splits).

- Before November 1, 2026: confirm handling fees, VAT and pricing for EU orders.

- Before November 9, 2026: check the entry timing of goods on the exclusion list.

- January 15, 2027: the fourth 2026 estimated tax payment is due; if peak-season income is higher than expected, adjust early.

- January 20, 2027: mandatory date for postal Entry Type 13.
