EU Parcel Levy Hits Temu and Shein as Google Launches Universal Cart: Local Warehouse or AI Shelf for U.S.-Based Sellers?
From 2026-07-01 the EU dropped duty-free treatment for parcels under €150; on 2026-10-15 Google launched Universal Cart in the U.S. What U.S.-based cross-border sellers should check now: sales tax nexus, 1099-K reconciliation and import entries.

EU Parcel Levy (from July 1, 2026) and Google Universal Cart (launched October 15, 2026): Compliance Planning for U.S.-Based Cross-Border Sellers

Bottom Line
Since July 1, 2026, the EU no longer exempts imported parcels under €150 from duty, so the cost of shipping low-priced goods directly to EU buyers has risen noticeably. Meanwhile, on October 15, 2026, Google launched a cross-retailer shopping cart in the U.S., and sales channels are fragmenting. For U.S.-based sellers, however the channels change, tax responsibility still follows "who the seller is and where the money comes in." Check three things now: sales tax nexus, 1099-K versus your book income, and import entries.
News Background
EU: According to Consumer Edge (October 12, 2026), starting July 1, 2026 the EU removed the duty exemption for imported parcels under €150 and imposed a flat €3 duty per customs category in each parcel. According to dpa (via Yahoo Finance, October 9, 2026), an additional €2 handling fee applies from November 2026 (the report does not specify how it is charged).
Data: Figures from the German e-commerce association BEVH show that Shein, Temu and AliExpress revenue in Germany fell 35.5% year over year in Q3 2026 to €566 million, and their share dropped from 5.3% in Q2 to 3.1% (dpa; Cross-Border Commerce Association, October 12, 2026). Consumer Edge transaction data across five countries show Shein's apparel share falling from about 7% to under 5%, and Temu's general e-commerce share from about 7% to 4.5%; the UK has no such levy, and Shein's share there was broadly flat. Consumer Edge also noted that the platforms have proposed shifting to EU local warehouses, which reportedly would fall outside this parcel levy.
U.S.: On October 15, 2026, Google launched Universal Cart in U.S. Search and the Gemini app. It lets shoppers save items across retailers and get price-drop and restock alerts; checkout can be completed with Google Pay or on the merchant's site. Google says the merchant remains the seller of record (Google Blog; TechCrunch, October 15, 2026).
Old vs. New
- EU cost: Direct shipping (old approach) pays €3 per customs category per parcel, plus a handling fee from November 2026 → Local warehouse (new approach) bears first-mile, storage and delivery costs, and per Consumer Edge would fall outside this parcel levy.
- Inventory risk: Direct shipping is low, ship per order → Local warehouse is high, requires forecasting and stocking.
- Traffic source: Platform on-site search → Platforms plus Google Search / Gemini cross-retailer cart.
- Tax responsibility: Direct shipping is mainly import declarations → Still determined by who the seller is; EU local registration must be confirmed with a local adviser.
Self-Check List
- If you sell direct-shipped goods into the EU: Model €3 per customs category plus the handling fee from November 2026, and recalculate margins on low-priced items.
- If you are considering an EU local warehouse: Ask a local tax adviser first about EU VAT and other registrations. On the U.S. side, if inventory is held through a foreign subsidiary, U.S. shareholders may have information reporting such as Form 5471; this depends on the facts (IRS Form 5471 https://www.irs.gov/forms-pubs/about-form-5471).
- If you sell through your own site or Google traffic: Sales tax still depends on each state's nexus rules; marketplace collection covers only sales made on the marketplace (see, for example, the Texas Comptroller's guidance https://comptroller.texas.gov/taxes/sales/marketplace-providers-sellers.php).
- If you have Shopify / an independent site plus multiple payment platforms: Reconcile your 1099-Ks. The third-party network threshold is more than $20,000 and more than 200 transactions; card transactions have no threshold; and income must be reported even without a 1099-K (IRS https://www.irs.gov/newsroom/irs-issues-faqs-on-form-1099-k-threshold-under-the-one-big-beautiful-bill-dollar-limit-reverts-to-20000).
- If you ship from overseas into the U.S.: Since August 29, 2025, the U.S. has ended de minimis for all countries; goods must be entered with duties paid (CBP CSMS 66065494 https://content.govdelivery.com/accounts/USDHSCBP/bulletins/3f01456).
Simplified Example
The following is a hypothetical, simplified illustration that looks only at how the flat €3 duty affects different price points: one parcel, one customs category, excluding VAT, the €2 handling fee and other costs.
- Price €8: €3 is 37.5%
- Price €20: €3 is 15%
- Price €50: €3 is 6%
Low-priced direct-shipped goods feel the pressure first; pricing, product mix and how parcels are split should be recalculated before peak season. For U.S.-based sellers, the point of this example is that policy costs are often charged as a fixed amount per item or per parcel, so the lower the order value, the more sensitive you are. Your books need to break out margin by channel and by product so you know which channels are still worth pursuing.
Action Steps and Timeline
1. By October 31, 2026: Inventory your sales channels, list sales and transaction counts by state, and compare them against nexus thresholds.
2. Before November 1, 2026: Model product margins after the EU handling fee takes effect and decide between direct shipping and stocking inventory.
3. Holiday season (November–December 2026): Each month, reconcile platform reports, payment processor statements and book income.
4. December 2026: Assess whether you need new state sales tax registrations.
5. January 2027: Gather your annual sales tax, income tax and 1099-K records.
6. Our recommendation: Keep prices, inventory and catalog information consistent across channels so AI shopping tools do not pick up stale data.

Q: Will Google Universal Cart collect sales tax for sellers?
A: Google has said only that the merchant remains the seller of record. How sales tax is collected depends on each state's rules and the transaction path; confirm state by state.
